Francisco is the grandfather of Princess Elena, Princess Isabel, and Chancellor Esteban, husband to Luisa, father to the late Queen Lucia, and father-in-law to the late King Raul.
Elena and the Secret of Avalor
41 years before the special, when the evil sorceress of the Northern Isles Shuriki invaded Avalor and murdered his daughter and son-in-law, Francisco was placed inside an enchanted painting with his wife and youngest granddaughter by Alacazar for their protection from Shuriki while his eldest granddaughter, Crown Princess Elena, tried to fight Shuriki and was trapped in the Amulet of Avalor for her own protection to avoid the same fate as her parents when Shuriki tried to kill her with the same spell that killed Raul and Lucia. As for his grandson Esteban, he becomes Chancellor of Avalor under Shuriki and thus enforcer of her strict rules to make the people of Avalor suffer, but only as a means to keep Francisco, Luisa, and Isabel safe from Shuriki until they could be freed before Shuriki found a way to deal with them herself.
41 years later, Alacazar's grandson, Mateo, frees Francisco, Luisa, and Isabel from the painting with the spell that Alacazar told Rafa before he fled Avalor, and together with Elena, the citizens of Avalor City, and the Royal Family of Enchancia, Francisco confronts Shuriki, and watches as his grandson, Esteban, throws Elena Shuriki's wand, which she breaks in two, destroying Shuriki's powers and liberating Avalor. Afterwards, Francisco notices that Elena and Sofia are both disturbed by seeing Shuriki fall over the waterfall, and he reassures Elena not to worry because they won the fight. He reveals that as the eldest child and heir to the throne, Elena is now Avalor's sovereign as the crown went to her, succeeding her late parents as ruler, but not without being assured that he and Luisa would be right there to aid Elena all the way as she begins her new reign as Crown Princess until she comes of age to become Queen and formally succeed Raul and Lucia as Avalor's ruler upon her coronation as Queen.
Elena of Avalor
Francisco is made a member of Elena's Grand Council alongside Naomi, Luisa, and Esteban, and works to help Elena rule Avalor as Crown Princess until she comes of age to become Queen and succeed her late parents as the next sovereign of Avalor. However, he is still vulnerable to the effects of some of the villains Elena faces during her tenure as Crown Princess, such as being turned to stone by Mateo's grandfather Alacazar's arch-enemy Fiero, but is restored by Mateo after he finds the antidote in the Codex Maru.
However, some time later, he learns that Shuriki had survived her apparent defeat when Elena reclaimed Avalor from her with the help of Sofia and her family, allied with her former allies Fiero and the Delgados, and decides to keep Elena in the Royal Castle for her own safety to avoid losing her like King Raul and Queen Lucia after a unanimous vote with Luisa, Naomi, and Esteban as members of Elena's Grand Council, keeping Elena under heavy guard from Gabe and his men until further notice. Despite his decision with the others, Elena still intends to ensure Shuriki does not threaten Avalor ever again and her parents' deaths are avenged once and for all. He is away with Luisa and Esteban on a diplomatic visit when Elena begins her hunt for the Scepter of Night.
He is later happy for Isabel when she prepares to attend her first weekly class at the Avalor Science Academy with Professor Ochoa, despite Elena's worry about Isabel being there at her age with students much older than her.
He joins his family for a summer vacation to Nueva Vista, only to find it ruined when they are confronted by Shuriki and her crew, and locked up in the palace tower, only to be rescued by the Jaquins, Naomi, Gabe, and Mateo. Later on, after an attempt to escape home to Avalor City on their Royal Yacht with Naomi's parents is prevented by Shuriki, Francisco returns to learn that Elena had killed Shuriki once and for all, avenging the deaths of Raul and Lucia, and forges a new alliance with the Avalor merpeople, the Sirenas, led by their royal family of King Pescoro, Queen Camila, Prince Marzel, and Princess Marisa, while seeing Elena's traitorous cousin Duke Cristobal get locked up for treason and betrayal against their family and Avalor out of greed.
He later gets Elena's help to retrieve a shield that he looked for with his old friends who drowned at sea due to his own fault, and with her help and that of one of the Sirenas, he is successful in retrieving it. Because of Elena helping him out, he makes her an honorary member of his old group, complete with her own nickname.
He is unaware of when Elena and Esteban are summoned to King Joaquín's kingdom under the false pretense the Delgados had been captured, and Elena is nearly killed by Ash Delgado before being rescued by Naomi, Gabe, and Mateo, resulting in Victor's capture, but Ash and Carla escape, vowing revenge.
Later, he returns from doing some errands with Luisa outside of Avalor to find that Isabel had captured a dangerous criminal who had entranced Elena and the others with his magical guitar. Unaware of the guitar's magical properties, he takes the guitar to be mended, to the horror of Elena and Isabel as they try to stop him.
Carnaval rolls around again, but when Elena learns of a new power in the Scepter of Light following its powerup in the Well of Crystals, she uses it to discover Esteban's original alliance with Shuriki when he seems anxious and nervous to answer her questions about it. Furious at his treason towards their family, she has him imprisoned, but during a vote among the Grand Council on Esteban's fate, Francisco is the only one who votes the opposite of the rest of the council, having been willing to forgive his grandson for his actions helping Shuriki since he had tried to protect the family from Shuriki's wrath, despite Shuriki having double-crossed Esteban and still carrying out murdering Raul and Lucia. Despite Francisco being willing to forgive Esteban after he explained himself and his reasons for allying with Shuriki, Elena has Esteban stripped of his position as Chancellor and sentenced to be exiled from Avalor to Soledad Island for the rest of his life, having won the majority of the vote when Naomi and Luisa sided with her in having Esteban exiled instead of pardoned, as Francisco chose to vote on.
As time went on, and Francisco learned of some of the evil acts Esteban had now performed while with Ash Delgado, he was convinced that his earlier decision to forgive Esteban for allying with Shuriki was no longer viable with the atrocities Esteban was committing now, but still held on to hope that forgiving Esteban was the better option, even if it looked as if Esteban was beyond any hope of redemption now.
After some time, the day of Elena's coronation as Queen to succeed her late parents has finally come in the series finale, "Coronation Day", but she's called away to Nueva Vista to deal with Ash and Esteban before they can threaten the people there or the Sirenas of Coronado under their royal family in King Pescoro, Queen Camila, and their children, Prince Marzel and Princess Marisa. However, Esteban soon returns to lay waste to Avalor City with the Four Shades of Awesome at his command alone, despite Isabel's defense of the kingdom as acting Crown Princess with support from her grandparents, managing to defeat at least one of the Shades in Hetz before being forced to seek out Elena for assistance, before reaching the palace and confronting Francisco and Luisa in the throne room. When they try to talk him down and have him think of the consequences for what he is doing, Cahu the Time Shade silences them out of impatience and annoyance of their attempts to turn Esteban good again by turning them into a stone tablet, essentially fossilizing and killing them, to Esteban's horror. He demands she change them back, but Cahu drops the bombshell that he shouldn't have trusted the Shades in helping him claim Avalor as they only were using him so they could conquer it themselves, showing he made the same mistakes with them just like with when he allied with Shuriki, leaving Esteban demoralized, regretting his evil actions, and believing he's beyond redemption. Francisco and his wife are later restored to flesh and blood unharmed by Elena when she forgives Esteban, unlocking a new emotion magic in her dress, which she uses to undo all of the Shades' damage to Avalor. Once Elena and Esteban banish Cahu back to the Spirit World for good to join the other Shades, Quita Moz arrives to tell Elena that forgiving Esteban was her test to become Queen, and she passed it with flying colors. Afterwards, with her coronation as Queen secured, Elena is about to be crowned Queen by Francisco, when he is interrupted by the arrival of the Royal Family of Enchancia, having not wanted to miss attending Elena's coronation after helping her reclaim Avalor several years ago, with Sofia, Amber, and James having grown considerably into their teenage years in the meantime. With that, Francisco crowns Elena the new Queen of Avalor, and then leads everyone in a celebratory dance with a song he had written up for the occasion that had left him worn out from working on it.
